La présente communication vise à vous informer des travaux majeurs visant l’évolution du modèle d’affaires du Programme de reconnaissance des écoles de conduite (PREC) de la Société de l’assurance automobile du Québec (SAAQ).
Nouvelles orientations en matière de gouvernance du PREC
La SAAQ faisant évoluer son modèle d’affaires, d’un commun accord, l’AQTr et la SAAQ annoncent le dernier renouvellement de l’Acte d’agrément pour la gestion du PREC. Ainsi, la SAAQ reprendra ces activités en janvier 2022. Plusieurs enjeux stratégiques et opérationnels conduisent maintenant nos administrations respectives à opter pour un modèle d’affaires simplifié.
La SAAQ entend revoir son partenariat avec l’AQTr et considérer l’attribution de nouveaux mandats, garantissant ainsi leur étroite collaboration, active depuis plus d’une décennie.
Par ce changement, nous souhaitons répondre au virage numérique et au souhait de régionalisation en revoyant le modèle et en réduisant le nombre d’intermédiaires.
Mesures transitoires pour 2021
L’AQTr et la SAAQ annoncent également la mise en place d’un comité de transition conjoint afin d’assurer la fluidité de la communication avec les écoles, le maintien du niveau de service et la mise en œuvre d’une transition ordonnée vers le nouveau modèle d’affaires. De plus, le 1er janvier 2021, la SAAQ a retiré les tarifs reliés aux droits d’enseignement des formateurs. Les sommes dues antérieurement à cette date devront être acquittées.
Comme chaque année, l’AQTr vous transmettra prochainement par bulletin la nouvelle grille tarifaire pour l’année 2021.
Consultation des élèves, des écoles et des groupements
La SAAQ annonce son intention de consulter l’ensemble des intervenants de l’industrie sur les axes d’amélioration du PREC. Les élèves et les écoles seront sollicités par sondage alors que les groupements seront consultés par le biais d’entrevues.
Afin d’assurer le succès de la consultation, la SAAQ souhaite obtenir vos commentaires et suggestions. Vous recevrez des détails concernant les activités liées aux consultations dans la semaine du 25 janvier.

News Bulletin # 3 – 2021: Message From the SAAQ and the AQTr – Changes to the Driving School Accreditation Program’s Business Model
The purpose of this bulletin is to inform you that the Société de l’assurance automobile du Québec (SAAQ) is making important changes to the business model of its driving school accreditation program (the “Programme de reconnaissance des écoles de conduite”).
New orientations affecting governance of the accreditation program
In light of planned changes to the SAAQ’s business model, the AQTr and the SAAQ have agreed to and are announcing a last renewal of the contract between them for management of the driving school accreditation program. The SAAQ will therefore assume management of the program as of January 2022. A number of operational and strategic issues were what led the two parties to opt for a simplified business model.
The SAAQ plans to look at ways to continue working closely with the AQTr through new mandates. This would allow the SAAQ and the AQTr to maintain their more than a decade-long partnership.
By revamping its business model and reducing the number of intermediaries, the SAAQ aims to adapt to the digital age and the demand for more regional services.
2021 transitional measures
The AQTr and the SAAQ are also announcing the establishment of a joint transitional committee in order to facilitate communication with schools, ensure service levels are maintained and prepare for a smooth transition to the new business model. In addition, on January 1, 2021, the SAAQ abolished the accreditation fees for driving instructors. However, any outstanding amounts for fees owed prior to that date will still have to be paid.
As it does every year, the AQTr will be soon be sending you another bulletin with the new fee schedule for 2021.
Consultation with students, schools and interest groups
The SAAQ is announcing its intention to consult all industry stakeholders regarding ways to improve the driving school accreditation program. Surveys will be sent to students and schools, and interest groups will be interviewed.
To ensure these consultations are successful, the SAAQ encourages you to provide your comments and suggestions. Information about the consultation process will be sent to you during the week of January 25, 2021.
In closing, the SAAQ is counting on your full collaboration in order to ensure that this transitional year is a harmonious one and that all partners continue to work together in a spirit of collegiality.
