Sujet : Précision sur la facturation des attestations
Le présent bulletin vise à apporter une précision concernant l’émission des attestations par les écoles.
Comme stipulé dans l’article 4.48 g) des Exigences détaillées de la Société de l’assurance automobile du Québec (SAAQ), une école doit délivrer sans frais l’attestation à l’élève.
La seule situation où il est possible de charger des frais à un élève est lorsqu’il demande une nouvelle attestation à la suite de la perte de l’attestation précédemment délivrée.
Aucune autre situation ne permet de charger des frais lors de l’émission d’une attestation. Par exemple, l’école ne peut charger de frais aux élèves qui vont chercher leur attestation dans le but de changer d’école, et ce, même s’il s’agit d’une vente d’école.
L’école qui ne se conforme pas à l’article 4.48 g) sera en manquement et son dossier sera transféré au département du Service de la conformité.

Abstract: Clarification on the Fees Related to the Issuance of Attestations
The present news bulletin aims to provide driving schools with a clarification regarding the issuance of attestations.
As mentioned in the article 4.48 g) of the Detailed Requirements of the Société de l’assurance automobile du Québec (SAAQ), a driving school has to deliver to the student an attestation, free of charge.
The only situation in which a school is allowed to charge additional fees to a student for an attestation is when the student is asking for a new attestation, due to the loss of his/her previous one.
There is no other situation in which it is allowed to ask for additional fees for the issuance of an attestation. For example, a driving school must not charge a student who requests his/her attestation in order to change driving schools, even if it is in the event of the sale of a driving school.
The driving school that does not comply with the article 4.48 g) will be considered as non-compliant and its file will be transferred to the Service de la conformité.
